Toy and consumer product certification for Argentina
Res. (SIyC) 313/2025 sets the safety requirements for selling lighters, sunglasses, toys, children's bicycles and particleboard or fiberboard panels in Argentina, including furniture made with them. It applies to manufacturers and importers. Depending on the product, a test report or a certificate is needed, plus a Declaration of Conformity (DJC) and the QR conformity mark, or only the labeling the standard requires. It is the approval that allows the product to be marketed and to stay on the Argentine market.

Why it is mandatory
Res. (SIyC) 313/2025 (Official Gazette 13/08/2025) merged products that used to have separate rules into a single technical regulation and adopted international standards: ISO, EN, ASTM, IRAM and NM. Responsibility lies with whoever places the product on the market: the manufacturer or the importer.
Toys and lighters carry a mandatory conformity mark on every unit, even when assessed with a test report. Retailers and distributors must hold a copy of the DJC. The documentation can be required years after import: it is kept for ten years from placing on the market (Disp. DNRT 1/2024).

- Res. (SIyC) 313/2025: Technical regulation for consumer products (Official Gazette 13/08/2025, in force the following day). Repeals Res. 77/2004, 484/2018, 494/2018, 240/2019 and 269/2019, and arts. 2 and 3 of Res. 91/2004 and 163/2005.

Products covered
Annex II of Res. 313/2025 covers five groups:
- Lighters, flame and piezoelectric (IRAM 3980/3981/3982, ISO 9994, ISO 22702, ASTM F400). Matches and USB-rechargeable electronic lighters are excluded.
- Sunglasses (ISO 12312 / EN ISO 12312).
- Toys for children under 14 (ISO 8124, EN 71, EN IEC 62115, ASTM F963, NM 300).
- Children's bicycles with wheel size 16 or smaller, without training wheels, with a saddle height of 435 to 635 mm (NM 301, ISO 8098).
- Particleboard and fiberboard (MDF, HB), coated or not, and flat-pack furniture: formaldehyde emission requirement. OSB panels are excluded.
Requirements and documents
What is needed varies by product (Res. 313/2025, Annex III and appendices):
- Lighters and toys: a test report from an accredited third-party laboratory (OAA or an accreditation body within the multilateral agreements) or a product certificate. The report is valid for one year; the certificate for the period it states or, if none, two years for lighters and three for toys.
- Sunglasses: a test report valid for four years; marking optional.
- Children's bicycles: no DJC and no assessment procedure; compliance with the standard and indelible labeling.
- Panels and furniture: no DJC; a label with the manufacturer's or importer's brand, batch number and formaldehyde emission class with its standard.
- DJC in Spanish with the data in Disp. DNRT 1/2024 and the additional information each appendix asks for (for example, lighter type and fuel).
- Conformity mark with seal and QR code on every toy and every lighter.

- Toys or lighters on the shelf without the mark: a direct infringement, even with a test report.

Frequently asked questions
Do toys need certification, or is a test report enough?
Either option is allowed. Res. 313/2025 accepts a test report from an accredited third-party laboratory or a product certificate. The report is valid for one year, after which tests must be repeated; the certificate lasts for the period it states or three years with surveillance. In both cases every toy carries the conformity mark with QR code.
What about toys sold with food?
Res. 428/2025 suspended the conformity mark requirement until 1 October 2026 for toys sold together with food or in direct contact with it. That period has ended: these toys now also need the mark and QR code. Packaging in contact with the food may additionally require sanitary approval.
Are USB-rechargeable lighters covered?
No. The lighter appendix expressly excludes USB-rechargeable electronic lighters, matches and piezoelectric mechanisms built into appliances. A USB lighter is an electrical product, so it has to be checked against other regulations, for example because of its charger, before it is shipped to Argentina.
Do children's bicycles need a DJC?
No. For children's bicycles Res. 313/2025 requires no DJC and no conformity assessment procedure, and marking is optional. They must still comply with NM 301 or an equivalent standard and carry indelible labeling. If technical backing is requested, it helps to have the manufacturer's test report on hand.
Is a certificate issued under the previous rules still valid?
No. Certificates issued under the repealed resolutions, including Res. 163/2005 for toys and Res. 77/2004 for lighters, remained valid for twelve months after Res. 313/2025 came into force on 14 August 2025. That period is over: documentation under the new regulation is now required.
