Construction materials certification for the Argentine market
Argentina's construction materials certification is the conformity assessment required by Res. (SIyC) 236/2024 to sell steel products, plywood panels, cements and materials for electrical installations. It applies to manufacturers and importers: depending on the product, a product certificate or a test report is needed, plus a Declaration of Conformity (DJC) and, where there is certification, the conformity mark with a QR code. It is what allows the product to be marketed and to stay on the Argentine market.

Why it is mandatory
Res. (SIyC) 236/2024 approved the technical regulation for construction materials, and Res. (SIyC) 26/2025 replaced its list of products and standards. Manufacturers and importers are responsible for compliance; distributors and building suppliers must demand the DJC from their supplier and keep a copy to show on request.
Control is not at the border: customs was released from it (Res. 237/2024, art. 6). What exists is market surveillance with document checks, sampling and testing, plus random risk-based border checks. The DJC and its supporting evidence are kept for ten years from placing on the market (Disp. DNRT 1/2024).
What the regulation says
Where a party sanctioned for the non-compliance referred to in the preceding paragraph repeats such conduct in a new control and/or surveillance procedure, border control mechanisms may be applied, such as restrictive customs verification channels.”
«Las personas humanas o jurídicas que no cumplan con las disposiciones de este Decreto y su reglamentación, serán pasibles de las siguientes sanciones: a) Apercibimiento. b) Multa por un monto equivalente a entre UNO (1) y DIEZ MILLONES (10.000.000) de Unidades Móviles. (…) e) Clausura del establecimiento por un plazo de hasta TREINTA (30) días.»Unofficial translation: “Individuals or legal entities that fail to comply with the provisions of this Decree and its regulations shall be subject to the following sanctions: a) Warning. b) A fine equivalent to between ONE (1) and TEN MILLION (10,000,000) Mobile Units. (…) e) Closure of the establishment for up to THIRTY (30) days.”
Rules that require it
- Res. (SIyC) 236/2024: Technical regulation for construction materials (Official Gazette 30/08/2024): procedures by product, mandatory dates and repeal of previous regimes (Res. 404/1999, 599/2017, 900/2017, 158/2018, 21/2018, 54/2018, 753/2020, 910/2021, 1074/2021, among others).
- Res. (SIyC) 26/2025: Replaces Annex II (products and standards) of Res. 236/2024 and sets the scope for steel products (Official Gazette 25/02/2025).
- Disp. (DNRT) 3/2024: Requirements and conformity assessment for steel products.
- Disp. (DNRT) 2/2024: Requirements and testing for plywood panels.
- Disp. (DNRT) 1/2025: Requirements and conformity assessment for cements.
- Disp. (DNRT) 2/2025: Requirements and conformity assessment for materials for electrical installations; two-year certificates.
- Res. (SIyC) 237/2024 y Disp. (DNRT) 1/2024: General framework: DJC, valid certificates, QR marking, ten-year retention and compliance control.
Products covered
The current Annex II (replaced by Res. 26/2025) covers four families, with IRAM, IRAM-IAS, ISO, ASTM, EN or IEC standards:
- Steel products: wires and strands for concrete, bars, sheets, mesh and joists for reinforced concrete, profiles, tubes and pipes.
- Plywood panels (IRAM 9506 and equivalent standards).
- Cements: portland and masonry cement, among others.
- Materials for electrical installations: conduits, boxes, cables, terminals and connectors, switches, circuit breakers, residual current devices, plugs, sockets, smoke detectors and alarms.
- Household appliances, power supplies, lighting and electronics follow electrical safety certification.
Requirements and documents
The procedure depends on the product (Res. 236/2024, Annex III). The technical evidence usually comes from the manufacturer:
- Steel and cements: product certification under ISO/IEC 17067 scheme type 1b or 5, with the requirements of Disp. DNRT 3/2024 (steel) and 1/2025 (cements).
- Plywood panels: a laboratory test report, under Disp. DNRT 2/2024.
- Materials for electrical installations: product certification under schemes 1b, 2, 3, 4 or 5, per Disp. DNRT 2/2025; the certificate lasts two years and is maintained through surveillance.
- A Declaration of Conformity (DJC) in Spanish with the data in Disp. DNRT 1/2024, signed by the manufacturer or the importer.
- The conformity mark with seal and QR code on certified products, mandatory since 1 October 2025.
- A copy of the DJC for each distributor or store selling the product.
- For electrical components and spare parts built into a certified product: the DJC plus the end product's certificate, without separate certification.

How we handle it remotely
Product scoping
With the datasheet and manufacturing standard we define scope, the Annex II item and whether a certificate or a test report applies.
Certification strategy
For steel or cement, we help choose batch certification (1b) or factory audit (5) based on volume and frequency.
Coordination with the body
We manage application, sampling and testing with the certification body or laboratory, remotely.
DJC, marking and copies
We draft the DJC, generate the QR code and prepare copies for distributors.
File and renewals
We organize the ten-year file and track surveillance and renewals.
Risks of not having it
- A document request through TAD with 10 business days to answer (Disp. DNRT 1/2024).
- Sanctions under Law 24.240 and Fair Trade Decree 274/2019 (Res. 236/2024, art. 7).
- Reimbursement of sampling and testing costs if surveillance results are non-compliant (Res. 56/2026).
- Building suppliers, contractors and distributors that will not buy without a DJC, because the regulation requires them to hold it.
15+ years with Argentine agencies
Over more than 15 years we watched construction materials move from a dozen separate resolutions to a single regulation, Res. 236/2024, with different repeal dates for steel, plywood, cement and electrical installation materials. The usual delay comes from choosing the wrong route: plywood goes through testing, steel and cement through certification. We settle that at the start, together with the technical standard for each product, so the file is not sent back.
Frequently asked questions
Which steel products need certification?
Those listed in point 1 of the current Annex II: wires and strands for concrete, bars, sheets, mesh and joists, profiles and tubes or pipes, each with its IRAM-IAS or equivalent standard. Steel products not on that list were released from the obligations of the previous regime, according to Res. 26/2025, art. 3.
Are plywood panels certified too?
No. For plywood panels Res. 236/2024 requires a laboratory test report, not product certification, and the DJC is based on that report. Particleboard and fiberboard, such as MDF, fall under a different regulation: the consumer products certification of Res. 313/2025, which sets its own requirements.
Can the foreign manufacturer's certificate be used?
Yes, if it was issued by a body accredited by OAA or by an accreditation body within the multilateral agreements signed by OAA, among other routes in Res. 237/2024. The certificate holder can also grant an extension with a certified signature. Since 15 February 2026, Decree 892/2025 strengthens recognition of certificates issued abroad.
Do plugs, sockets and circuit breakers follow electrical safety rules?
No. Since Res. 236/2024, those materials for electrical installations are governed by the construction materials regulation, which removed them from the former Res. 169/2018. They are certified under schemes 1b to 5 with the requirements of Disp. DNRT 2/2025, and certificates are valid for two years.
Since when is it mandatory?
Res. 236/2024 set these dates: steel and plywood panels from 23 October 2024, cements from 20 November 2024 and electrical installation materials from 9 December 2024. The previous regimes for steel, panels and cements coexisted until October and November 2025. Today only the new regulation applies.
