Automotive safety parts certification for Argentina: license and QR code

Argentina's automotive safety parts certification is the requirement of Res. (SIyC) 222/2025 to sell tires, brakes, seat belts, glass, helmets, mirrors, batteries, lamps, child restraint systems and the other items in Annex C of Decree 779/95. It applies to manufacturers and importers: a Certification License from an authorized body is needed, its data declared in the import entry, and a QR code placed on each part. It replaced the CHAS and CAPE, and it is what allows the part to be marketed and stay on the Argentine market.

Why it is mandatory

Since 8 July 2025, Res. (SIyC) 222/2025 eliminated the CHAS and CAPE certificates of Res. 166/2019. Import no longer needs prior authorization, but no Annex C part may be sold without a Certification License (art. 8), and the importer answers for compliance with the test standard (art. 19).

Control is now post-entry: customs reports import entries and the authority checks by sampling that goods have valid certification (art. 15, as amended by Res. 18/2026), with 10 business days to answer a request. A UN ECE approval or ISO 17025 test from you may be the basis of the license, and your buyer needs its exact data at import entry.

«En el caso de que el importador no cumplimente el requerimiento efectuado o bien no subsane las irregularidades en el plazo anteriormente estipulado, la Dirección Nacional de Gestión de Política Industrial dará intervención a los Organismos competentes de la SUBSECRETARÍA DE DEFENSA DEL CONSUMIDOR Y LEALTAD COMERCIAL (…) a fin de que actúen conforme al procedimiento establecido en la Ley N° 24.240 y sus modificatorias.»

Unofficial translation: “If the importer fails to comply with the request or does not remedy the irregularities within the stated term, the National Directorate of Industrial Policy Management shall refer the matter to the competent bodies of the UNDERSECRETARIAT FOR CONSUMER PROTECTION AND FAIR TRADE (…) so that they act under the procedure established in Law No. 24,240 as amended.”

«Las personas humanas o jurídicas que no cumplan con las disposiciones de este Decreto y su reglamentación, serán pasibles de las siguientes sanciones: a) Apercibimiento. b) Multa por un monto equivalente a entre UNO (1) y DIEZ MILLONES (10.000.000) de Unidades Móviles. (…) e) Clausura del establecimiento por un plazo de hasta TREINTA (30) días.»

Unofficial translation: “Individuals or legal entities that fail to comply with the provisions of this Decree and its regulations shall be subject to the following sanctions: a) Warning. b) A fine equivalent to between ONE (1) and TEN MILLION (10,000,000) Mobile Units. (…) e) Closure of the establishment for up to THIRTY (30) days.”

Products covered

Parts and safety items in Annex C of Decree 779/95 (replaced by Decree 196/2025), each with an IRAM-AITA standard, MERCOSUR regulation or UN regulation:

  • Tires and wheels for light vehicles, trucks and trailers.
  • Brake pads, linings, fluid, cylinders, hoses, cups and diaphragms.
  • Seat belts, seats and anchorages, head restraints, child restraint systems and airbag replacement system.
  • Safety glass, mirrors, wipers, horns and lighting and signaling lamps.
  • Steering parts, shock absorbers, semi-trailer axles, bumpers and trailer couplings.
  • Batteries, fuel and vacuum pumps, extinguishers, warning triangles, reflective vests, vehicle helmets and locks.

Requirements and documents

To import and sell an Annex C part:

  • A Certification License under the Annex C standard, issued by INTI, IRAM, a body accredited or recognized by OAA or ILAC, a UN-recognized body (WP.29) or a body relying on ISO 17025 laboratories (art. 3).
  • Declaration in the customs system (SIM) at entry: part type, certificate number and technical data such as brand, model, size, load and speed indices or battery capacity, as a sworn statement (arts. 4 and 5).
  • A QR code on the product or primary packaging with tax ID, brand, model, part number, origin, certification number and issuing body (art. 7, per Res. 93/2026), plus a visible link for online sales.
  • A copy of each part's certification, available on request.
  • Original spare parts from LCM holders: proven with the vehicle's Model Configuration License (art. 9).

How we handle it remotely

  1. Annex C scoping

    With the tariff code and datasheet we define whether the part is covered, which standard applies or whether it is off-road.

  2. License validation

    We check whether your UN approval, ISO 17025 test or certificate fits art. 3.

Risks of not having it

  • An authority request with 10 business days to answer; without an answer, Consumer Protection steps in (arts. 16 and 17, as amended by Res. 18/2026).
  • Sanctions under Decree 779/95, Law 24.240 and Fair Trade Decree 274/2019 (art. 22).
  • A ban on selling the part without a Certification License (art. 8).
  • SIM data inconsistent with the certificate: a false sworn statement under post-entry control.

Frequently asked questions

Is the CHAS still needed to sell auto parts in Argentina?

No. Res. 222/2025 repealed Res. 166/2019, which created the CHAS and the CAPE, and procedures started under that regime were closed automatically. Import no longer requires a prior certificate from the Secretariat: a Certification License from an authorized body is needed, declared at import entry, and a QR code before sale.

Where does the QR code go on a tire?

On the product or its primary packaging. If that is physically impossible on a tire, Res. 93/2026 allows the QR code to be visible at the point of sale or delivery, so there is no doubt which product it belongs to. For online sales, the information must be accessible through a visible link before purchase.

Is a UN ECE approval accepted?

Yes. Art. 3 of Res. 222/2025 accepts as License issuers the bodies recognized by the UN under the 1958 Agreement (TRANS/WP.29/343) valid on the test date. It must match the standard or regulation Annex C sets for that part, for example R30 or R54 for tires.

What if the part is for racing or off-road vehicles?

It is declared at import as a part for off-road use or outside the scope of Law 24.449, and that condition must appear on the label before sale (art. 12). The SIM has specific options for racing, historic, agricultural or off-road vehicles, and for prototypes imported for testing.

What does customs check?

At import entry the importer declares in the SIM the part type, certificate number and technical data, as a sworn statement. Documentary and physical control of certification compliance is the Secretariat's responsibility: it receives data on cleared entries and checks by sampling (arts. 15, 18 and 23).
