ENACOM type approval for telecom and radio equipment (RAMATEL)
ENACOM type approval is the registration of telecommunications equipment in RAMATEL, Argentina's Registry of Telecommunications Activities and Materials. Without it, the device cannot be sold, rented, distributed or offered in Argentina. It applies to whoever imports, manufactures or represents mobile phones, routers, modems, Wi-Fi, Bluetooth, NFC and RFID devices, RF remote controls and other equipment with a radio interface. Since 1 September 2026, under ENACOM Res. 57/2026, approval relies on a certificate of conformity from a recognized certification agency, and registration does not expire.

Why it is mandatory
ENACOM Res. 57/2026 (art. 8) is direct: only equipment registered in RAMATEL may be marketed, which includes selling, leasing, distributing or offering it in any form, even inside a larger product. Type approval lets the device circulate and stay on the market; it is not a customs formality.
Every online listing must show the RAMATEL number (art. 10), an obligation shared by seller and marketplace. For Class A equipment the certification agency runs market surveillance every two years. A local representative can hold the registration and designate importers, so decide early how your buyers will operate.
What the regulation says
«Dispónese que solamente se podrá comercializar, entendiéndose por ello vender, locar, arrendar, dar en comodato, distribuir, entregar u ofrecer en cualquier forma en el país los materiales de telecomunicaciones que se encuentren inscriptos en el Registro de Actividades y Materiales de Telecomunicaciones (RAMATEL).»Unofficial translation: “Only telecommunications materials registered in the Register of Telecommunications Activities and Materials (RAMATEL) may be marketed in the country, meaning sold, leased, rented, lent, distributed, delivered or offered in any way.”
«Establécese que los materiales de telecomunicaciones que se comercialicen mediante portales web deberán indicar, en su correspondiente publicación, el número de inscripción en el Registro de Actividades y Materiales de Telecomunicaciones (RAMATEL) asignado por el ENACOM.»Unofficial translation: “Telecommunications materials marketed through web portals shall state, in the corresponding listing, the RAMATEL registration number assigned by ENACOM.”
«El incumplimiento de las obligaciones propias de las inscripciones en el Registro de Actividades y Materiales de Telecomunicaciones, hará pasible a los responsables de las medidas establecidas en los puntos 11.1 y 11.2, de las demás sanciones previstas en las disposiciones legales vigentes y, de corresponder, de las denuncias y acciones administrativas o judiciales (civiles o penales) pertinentes.»Unofficial translation: “Failure to comply with the obligations inherent to registrations in the Register of Telecommunications Activities and Materials shall make those responsible liable to the measures set out in points 11.1 and 11.2, to the other sanctions provided for in the legal provisions in force and, where applicable, to the relevant complaints and administrative or judicial (civil or criminal) actions.”
«Se darán de baja, previa intimación a regularizar, las inscripciones en el Registro de Materiales por las siguientes razones: a. Si se constatara que las especificaciones técnicas del material registrado que han sido verificadas en el trámite de inscripción han dejado de cumplirse.»Unofficial translation: “Registrations in the Register of Materials shall be cancelled, after notice to regularise, for the following reasons: a. If it is found that the technical specifications of the registered material verified during the registration process are no longer met.”
Rules that require it
- Res. (ENACOM) 57/2026: Approves the RAMATEL regulation and creates the Registry of Certification Agencies and the Registry of Testing Laboratories. Regulation in force since 01/09/2026. Registrations without expiry. Official Gazette 26/02/2026.
- Res. (ENACOM) 57/2026, Anexo IV: Initial list of equipment subject to registration and the technical regulation applicable to each.
- Res. (ex SETyC) 10/1995: Radio Fees and Charges Regime that sets registration fees.
- Ley 24.240 y DNU 274/2019: Fair trade and consumer protection, applicable to the sale of non-approved equipment.
Products covered
Annex IV of Res. 57/2026 sets the initial list, which ENACOM keeps updated. Examples of Class A equipment (general public use):
- Mobile phones, tablets, notebooks, and 2G/3G/4G/5G cellular modems and modules.
- Routers, access points, gateways and Wi-Fi adapters.
- Bluetooth, LoRa and other frequency-hopping devices: wireless earphones, mice, keyboards, alarm transceivers, toll readers.
- Smartwatches, vehicle multimedia platforms and IoT sensors.
- Low-power devices: RF remote controls, RFID, NFC and telemetry.
- Class B (professional use): broadcast transmitters, public phones and related equipment.
Requirements and documents
The RAMATEL regulation (Annex I of Res. 57/2026) requires two registrations: the company and each piece of equipment.
- Activities Registry as importer, manufacturer or local representative: signed form, ARCA tax registration and corporate documents.
- A certificate of conformity from a certification agency recognized by ENACOM, based on test reports on samples.
- Class A: certification scheme type 2 (IRAM-ISO-IEC 17067), testing plus market surveillance. Class B: scheme type 1a, testing on samples.
- Technical documentation from you: brand, model or family, frequencies, power and applicable ENACOM standard.
- A designated importer of equipment approved by a local representative does not need to register it again.

How we handle it remotely
Device assessment
From your datasheet and photos we define scope, class (A or B), applicable ENACOM standard and model or family approval.
Activities Registry
We register your buyer as importer, or check whether it can act as designated importer.
Agency and laboratory
We help choose a recognized agency, prepare the technical file and coordinate samples.
Filing with ENACOM
With the certificate issued, we file the application and follow it until the RAMATEL number is granted.
Placing on the market
We deliver the labeling and RAMATEL number for listings, and give notice before surveillance.
Risks of not having it
- Selling without RAMATEL registration breaches art. 8 of Res. 57/2026: ENACOM sanctions plus consumer protection (Law 24.240) and fair trade rules (DNU 274/2019, which replaced Law 22.802).
- Online listings without a RAMATEL number, which the marketplace can take down.
- Withdrawal of the approval if the agency withdraws the certificate, or if frequencies, power, brand or model change without recertification.
- Automatic cancellation of previous registrations not adapted within three years. Control is coordinated with the Secretariat of Industry and Trade at the point of sale (art. 11).
15+ years with Argentine agencies
We have registered equipment with ENACOM for more than 15 years under Res. 729/80, and we now guide clients through the move to the Res. 57/2026 regulation, in force since 1 September 2026, with registered certification agencies and test labs. Files stall when the device is misclassified in the Annex IV list or the lab report does not reflect all its radio functions. We review that with you before filing, together with the RAMATEL number you will publish.
Frequently asked questions
What changed with ENACOM Resolution 57/2026?
Since 1 September 2026 type approval is based on a certificate of conformity from a certification agency recognized by ENACOM, with laboratory testing. New registrations have no expiry date. Res. 729/80 and ENACOM Res. 5424/19, among others, were repealed. For public-use equipment, the agency performs market surveillance every two years.
My device was approved before the change. What now?
Existing equipment registrations keep their status for three years from publication of Res. 57/2026 (26 February 2026). After that, they must be adapted to the new regulation or are cancelled automatically. Activities Registry entries remain valid without renewal. Plan the adaptation of the models you will keep selling.
Can my buyer import a device another company already approved?
Yes, if the holder is a local representative who designates them as importer. A designated importer does not need to register equipment already registered by the representative. Without that designation, the importer must enroll in the Activities Registry and approve the device in its own name, because registrations cannot be assigned or transferred.
Must the RAMATEL number appear on Mercado Libre or online stores?
Yes. Art. 10 of Res. 57/2026 requires the RAMATEL registration number in every listing of telecommunications equipment sold online. The obligation covers sellers with their own website and also the owner of the platform that intermediates the sale. Without the number, the listing is exposed to removal and sanctions.
Can several models be approved together?
Yes, as a product family, if they share brand, manufacturer, manufacturing technology, functionality, applicable standard and radio interface characteristics (frequency, power, bandwidth). The most representative model of the family is tested. It is a way to reduce certification costs when exporting variants of the same device.
